Agenda Item Brief:

City staff is asking the City Council to approve the removal and replacement of a 100-horsepower (HP) air compressor at the Truckee Meadows Water Reclamation Facility. The current air compressor is at the end of its service life and needs replacement.  This replacement was anticipated and budgeted for in FY 21.  This work was bid by the Sparks purchasing division and Ranger Construction was the lowest responsive bidder in the amount of $233,195.00, with the City of Sparks's share being $73,153.27.



Background:

The Truckee Meadows Water Reclamation Facility (TMWRF) utilizes three 100-HP air compressors to operate process control valves as well as process flow meters throughout the facility. The plant has three 100-HP air compressors so that if a compressor is taken out of service, the plant still has the required redundancy. These air compressors were installed in 1997 and have performed beyond their anticipated useful life. Air compressor “A” was replaced in 2018, compressor “B” was replaced in 2019, and air compressor “C” will be replaced with this project.



Analysis:
A study of TMWRF air capacity requirements was conducted, and it was determined that 100-HP air compressors still meet the air demand requirements for the facility. The third and final new air compressor will also be variable frequency drive (VFD) controlled, making it more energy efficient than the unit it is replacing.  
 
The City of Sparks purchasing division held a formal bid for this work, and Ranger Construction was the lowest responsive bidder.  If approved, the work will be paid for through the TMWRF Operational budget and costs shared between Reno and Sparks based on ownership percentages.  The total cost of this work is $233,195.00, with the City of Sparks’s share being $73,153.27.


Alternatives:
1. City Council can approve the bid award as presented.  
2. City Council can reject the bid and direct the City Manager to explore alternatives.


Recommended Motion:

I move to approve the construction contract (AC-5732) for the Air Compressor #3 Replacement Project, Bid No. 20/21-005, PWP #WA-2021-069, to Ranger Construction to provide and install a 100-horsepower air compressor at the Truckee Meadows Water Reclamation Facility  in an amount not to exceed $223,195.00, with the City of Sparks’s share being $73,153.27.
