The City of Sparks is allowed to appoint two private citizens to the Western Nevada Development District. The citizen appointments are outlined in Resolution 3225. Appointees must be involved in business, industry, professions, or education. These appointments are for two-year terms expiring in December 2022.
Background:
Western Nevada Development District (WNDD) consists of seven counties, five cities, and numerous other agencies in western Nevada, including the City of Sparks. WNDD exists to promote an environment in which business, industry, and members of the workforce will locate within the region, promoting a vibrant and stable economy.
Participating in WNDD is intended to provide Sparks residents and businesses with the following benefits:
- Implementation of and clearing house for Regional Economic Development Planning activities.
- Perform all matters undertaken under the by-laws of the WNDD for the purpose of improving economic development activities for Sparks.
- Implementation of the Governor's Economic Development Plan.
- Expand the WNDD Federally Certified Economic Development District to include Washoe County and the cities of Reno and Sparks.
- Seek and expand federal or state funds as may be appropriate under the by-laws of the WNDD for the benefit of Sparks, Reno, and Washoe County and all members of WNDD.
Sparks selects three members to serve on the WNDD Board of Directors. One of these Board members is a Councilmember or the Mayor. In 2012, the Sparks City Council approved Resolution 3225, which provides that the remaining two members of the WNDD Board of Directors appointed by the City of Sparks shall be "private citizens involved in business, industry, professions, or education," and shall serve two-year terms on the WNDD Board.
Analysis:
The current citizen appointment terms expired January 31, 2021, and the two vacancies were advertised at the January 11th and 25th City Council meetings.Citizen appointments are for two-year terms.
Alternatives:
1. Council may approve the Mayor's appointments to WNDD.
2. Council may reject the Mayor's appointments and provide further direction to the City Manager.
Recommended Motion:
I move to approve Art Sperber and ____________________________ to the Western Nevada Development District citizen appointment postions, with terms ending December 31, 2022.
