Agenda Item Brief:

There is one vacancy on the Truckee River Fund Advisory Committee (TRFAC) who will serve at the pleasure of the Sparks Mayor and City Council.

Background:

The Truckee Meadows Water Authority (TMWA) established the Truckee River Fund in 2004. The purpose of the Fund is to be used exclusively for projects that protect and enhance water quality or water resources of the Truckee River or its watershed. The Fund is held at the Community Foundation of Western Nevada, a tax-exempt 501(c) (3), non-profit organization.

The Fund utilizes an advisory committee of nine (9) members, consisting of three (3) members each from Washoe County, City of Reno, and City of Sparks. None of the members of the advisory committee may be elected officials. The members shall serve at the pleasure of their respective local governments.

Analysis:

There is one (1) vacancy for a Sparks member on the Truckee River Fund Advisory Committee. The vacancy was advertised at the 12/14/2020 and 01/11/2021 City Council meetings. The application(s) were presented to the Mayor who is making a recommendation to the City Council to fill the vacancy.

Alternatives:

1. Council can confirm the Mayor's appointment to the Committee.

2. Council may deny the Mayor's appointment and provide further direction to the City Manager.

Recommended Motion:

I move to appoint James Smitherman to the Truckee River Fund Advisory Committee, who will serve at the pleasure of the Sparks Mayor and City Council.
