Title: Canvass the votes and declare the results of the 2020 General election official.

Recommendation: Staff recommends that Council declare the results of the election official.

Agenda Item Brief:

Pursuant to NRS 293C.387(2) as amended by AB4 the returns of any affected election must be canvassed by the governing body on or before the 13th day following the election and NRS 293C.387(4) declare the result of the canvass.

Background:

In accordance with the interlocal agreement (AC 5645) approved by council on January 27, 2020 and ordinance 2591 approved by council on February 10, 2020, the primary election was held on June 9, 2020 for the following offices.

City Council Member, Wards 1, 3 and 5

City Attorney

Municipal Court Judge, Department 1

Candidates for the offices of City Council Member Ward 5 (Kristopher Dahir), City Attorney (Chet Adams), and Municipal Court Judge, Department 1 (Barbara McCarthy) ran unopposed and are therefor considered elected.

In accordance with Sparks City Charter, Section 5.020 (2), the names of the two (2) candidates who received the highest number of votes at the primary election were placed on the ballot for the general election.

The general election was held on November 3, 2020 by the Washoe County Registrar of Voters on behalf of the City of Sparks for the following offices.

City Council Member Ward 3

Based on the results of the June 19, 2020 primary election, candidates for office were as follows.

City Council Member Ward 1

Donald Abbott, Wendy Stolyarov

City Council Member Ward 3

Paul Anderson, Quentin Smith

Analysis:

Washoe County Election information is as follows:

Total Voter Registration	304,224
Total Votes Cast	252,563
Voter Turnout	83.02%

The City of Sparks election information for Ward 1 is as follows:

Total Voter Registration	9,702
Total Votes Cast	6,829
Voter Turnout	70.39%

The City of Sparks election information for Ward 3 is as follows:

Total Voter Registration	12,978
Total Votes Cast	10,688
Voter Turnout	82.35%

The votes cast in the general election, per the 2020 official summary provided by the Washoe County Registrar of Voters are:

Abbott	3,287	56.11%
Stolyarov	2,571	43.89%

City Council Ward 3
Anderson	5,082	57.05%
Smith	3,826	42.95%

Based on the results of the primary election and the general election, with City Council confirmation,the following candidates will be declared elected.
