Agenda Item Brief:

The East Prater Way Storm Drain Project consists of constructing a 3,000 lineal foot 24-inch diameter force main and pump station to convey storm water from the vicinity of the East Prater Way and Vista Boulevard intersection to the North Truckee Drain.  Specialized testing and inspection certifications are required for the personnel overseeing the construction of the force main and pump station.  Because the City is unable to perform this type of testing and inspection internally, a proposal was solicited from the design firm, Atkins.  In addition to testing and inspection, Atkins will provide construction administration support.



Background:

The Sparks City Council approved the construction contract for the East Prater Way Storm Drain project on September 28, 2020.  The scope of the project includes a storm water pump station and force main.  The pump station will be comprised of a 26-foot-deep by 14-foot-wide cylindrical wet well.  Three submersible 170 horsepower pumps will move the storm water from the wet well through the 24-inch diameter force main ultimately to the North Truckee Drain, over a half mile to the west.

This project differs from the gravity flow projects, traditionally utilized by the City, due to the significant pressure requirements of the 24-inch diameter force main and the mechanical/electrical nature of the pump station.  The City does not have the capability of inspecting and testing the construction of the force main and pump station, therefore a proposal was requested from the design engineer, Atkins. 



Analysis:

The scope of the professional services contract consists of six tasks: construction management, construction inspection, materials testing, electrical engineering support, record drawings, and contingency.  The contract is based on the actual inspection, testing, and administrative services performed with a not-to-exceed amount of $268,334.    



Alternatives:
  1. City Council could approve the contract as outlined by Staff.
  2. City Council could reject the contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the professional services contract (AC-5708) for construction administration, testing, and inspection of the East Prater Way Storm Drain Project, with Atkins, in the amount of $268,334.
