Agenda Item Brief:

The permanent patch program requires a contractor to permanently patch city owned streets and alleys that have been cut by permit holders. The program is funded solely through permit fees. The project advertised on August 19, 2020. The City of Sparks received two (2) qualified bids for this project. West Coast Paving Inc. submitted the low bid, on September 2, 2020, in the amount of $485,400.00.



Background:

The permanent patch contract is intended to be a yearly contract that involves the permanent patching of city owned streets and alleys that have been cut by permit holders. The work under this contract permanently patches street cuts by a city chosen contractor, selected by the competitive bidding process, with direction and inspection provided by Community Services staff. The Permenent Patch Program is self funded and all costs associated with the program are paid for by permit fees.

Recent past years and current conversations with utility agencies and communication companies have indicated a higher need for street cut permits and therefore a higher need for this type of contract. While the City does have the option of putting the responsibility of the permanent patching on the street cut applicant, utilizing our own street patching contract, such as this one, has proven more beneficial to the city. It allows City staff to be more in control regarding the timing of the placement of the permanent patching and ensures we are utilizing a contractor who understands our requirements and needs of our infrastructure rehabilitation. This year’s contract is significantly higher than previous years due to these reasons.



Analysis:

The City of Sparks received two (2) qualified bids for this project, which were received September 2, 2020 at 1:45 p.m. and opened at 2:00 p.m.  The Engineers Esitimate for the project was $600,000.00. 

A bid summary of the qualified bidders is shown below:

  • West Coast Paving, Inc.               $485,400.00
  • Sierra Nevada Construction           $510,007.00
  • Engineer’s Estimate                     $600,000.00

The contract is attached for review and discussion.



Alternatives:
  1. City Council could approve the project contract as outlined by Staff.
  2. City Council could reject the proposed project contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the 2021 Permanent Patch Project contract (AC-5702)  to West Coast Paving, Inc. in the amount of $485,400.00
