Financial Impact: One Jacobsen HR800 deck mower in the amount of $91,700.54 in the motor vehicle fund 1702 program 130545. $81,980.54 will be collected from the City’s insurance carrier for the replacement of 825A, a 1999 Jacobsen model# HR9016 deck mower that caught fire July 31, 2020. $10,000 will be paid by 1702 the Fleet replacement fund and reimbursed by Risk fund. General Fund annual maintenance and repairs costs will increase by $0.

Agenda Item Brief:

Equipment Services is requesting authorization to purchase a replacement Jacobsen HR800 deck mower for the Parks Maintenance division from RMT Equipment.  In July of this year, the existing deck mower caught fire and was declared a total loss by the City’s insurance carrier.  The deck mower is used weekly during the spring, summer and fall to mow just under 300 acres of turf located in our parks, sports fields and the senior center grounds.  If approved, the City will purchase the equipment through joindering with Sourcewell Contract #062117-JCS.



Background:

This request is for the replacement of one Jacobsen HR800 16’ wide deck mower used in our Park Maintenance section. The existing mower, a 1999 Jacobsen model# HR9016 deck mower, caught fire July 31, 2020 which was declared a total loss by the insurance carrier.  This deck mower was used weekly to mow sports fields, senior center grounds and the larger parks in our parks system.

Parks maintenance staff mow just under 300 acres each week and using the larger mower with a 16 foot cutting swath this accomplished more efficiently.

The garage staff did their best to determine what failed and caused the fire and determined that there was likely an oil or fuel leak while operating that may have flashed with the heat of the machine.

Prior to going out in a blaze of glory, the Jacobsen mower served the City well for twenty one years.  Based on the longevity of the mower and low cost to maintain, the mower will be replaced with a like-kind model.



Analysis:

In sourcing this vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195 and use Sourcewell Contract #062117-JCS. The $91,700.54 expenditure will allow Equipment Services to replace the fleet vehicle with a new unit that meets the current need of staff and our community.



Alternatives:
  1. Council could approve this expenditure.
  2. Council could reject the proposed expenditure and provide direction to the City Manager.


Recommended Motion:

I move to approve the purchase of one Jacobsen HR800 16’ wide deck mower in the amount of $91,700.54.
