Title: Consideration and possible approval of a contract (AC-5685) with West Coast Code Consultants, Inc.(WC3),for an amount not to exceed $150,000, for fire/building permit plan review services in FY21.

Recommendation: : Staff recommends City Council approve the contract with West Coast Code Consultants, Inc.for the same amount as FY20.
Financial Impact: No General Fund impact. The approved FY 21 budget includes, $180,000, in Fund 2201 (Development Services Enterprise Fund), for which $150,000 is dedicated to fire/building plan review professional services.
Business Impact (Per NRS 237):

Agenda Item Brief:

In order to provide timely fire/building permit plan review/inspection services to the development community, the Fire Department contracts for fire/building plan review services to supplement City staff. West Coast Code Consultants, Inc. currently provides these services to the City and has been since 2017. The contract proposal would provide the fire department's continued use of their services through June 30, 2021, by authorizing the expenditure, not to exceed $150,000, from the Development Services Enterprise Fund.



Background:

To provide timely plan review services to the development community, the fire department has contracted for a third-party fire/building plan review to supplement city staff.  WC3 is one of the firms currently providing the City with these services. WC3 only invoices for time spent reviewing plans submitted by the fire department. The Fire Marshal monitors this process. WC3 submitted a proposal letter dated July 28, 2020, to continue providing the City of Sparks with fire/building permit plan review services.

 



Analysis:

Staff has reviewed the proposal and finds the terms acceptable. The proposal to the contract would extend the fire department's use of WC3 services through June 30, 2021, by authorizing the expenditure of up to $150,000 from the Development Services Enterprise Fund. If Council approves the contract, WC3’s services would continue to be used on an as-needed basis.



Alternatives:
  1. Council could approve the contract as outlined by staff.
  2. Council could reject the contract and provide direction to the City Manager.


Recommended Motion:

I move to approve contract (AC-5685) with West Coast Code Consultants, Inc., in an amount not to exceed $150,000, for building/fire permit plan review services in FY 21.
