Petitioner/Presenter: John Martini, P.E., Assistant City Manager/Amber Sosa P.E., Transportation Manager

Financial Impact: No immediate financial impact for the donation of the two Rectangular Rapid Flashing Beacon (RRFB) systems. The City will take ownership of the equipment and be responsible for future maintenance. Immediately, City Staff will be responsible for installation of the two Rectangular Rapid Flashing Beacon (RRFB) systems. Estimating one- two days to install and program, the estimate cost to the City incurred from staff time is approximately $960.00.
Business Impact (Per NRS 237):

A Business Impact Statement is not required because this is not a rule.
Agenda Item Brief:

The city’s policy governing the acceptance of bequests, devises, gifts, and donations of $5,000 or more require s the item to be presented to the City Council by the benefitting department as a general business or consent item. This item is presented as a donation from Renown Health Safe Kids Program for pedestrian safety equipment to enhance school areas. Specifically, Renown Health Safe Kids Program is donating two Rectangular Rapid Flashing Beacon (RRFB) systems to the City. City staff will be responsible for the installation and maintenance of the systems.

Background:
The Renown Health Safe Kids Program has approached the City of Sparks, the City of Reno, and Washoe County to donate Rectangular Rapid Flashing Beacon (RRFB) systems to be installed in school areas. Safe Routes to School has also been involved in this project. All three entities submitted “wish lists”. The funding being donated totals $60,000. The Renown Health Safe Kids Program worked with Sierra Transportation Technologies and determined that 8 systems could be purchased for the funding amount. The group distributed the systems with three to the City of Reno, two to City of Sparks and one to Washoe County.

Analysis:

The City of Sparks will receive two Rectangular Rapid Flashing Beacon (RRFB) systems and our staff will install the systems. Future maintenance of the systems will be the responsibility of the City. The systems will be installed at the corner of Prater Way and 13th Street, near Robert Mitchell Elementary School and at the intersection of Lincoln Way and 4th Street, near Lincoln Park Elementary School. Please refer to the attached map for the locations. Both of these installations are on uncontrolled crosswalks and have been submitted to and supported by the Safe Routes to School Coordinator.

Alternatives:
  1. Council could accept the donation of pedestrian safety equipment as outlined by Staff.
  2. Council could reject the donation of pedestrian safety equipment and provide direction to the City Manager.

Recommended Motion:

I move to accept the donation of pedestrian safety equipment for school zones from Renown Health Safe Kids Program.
