A Business Impact Statement is not required because this is not a rule.
Pursuant to NRS 293C.387(2) the returns of any election must be canvassed by the governing body on or before the 10th day following the election and NRS 293C.387(4) declare the result of the canvass.
Background:
In accordance with the interlocal agreeement (AC 5645) approved by council on January 27th, 2020 and ordinance 2591 approved by council on February 10th, 2020, the primary election was held on June 9th, 2020 by the Washoe County Registrar of Voters on behalf of the City of Sparks for the following offices.
Municipal Court Judge, Department I
City Attorney
City Council Member, Wards 1, 3 and 5.

Voter Turnout | 32.88% |
The City of Sparks election information for Ward 1 is as follows:
Total Voter Registration | 9,183 |
Total Votes Cast | 2,248 |
Voter Turnout | 24.48% |
The City of Sparks election information for Ward 3 is as follows:
Total Voter Registration | 12,394 |
Total Votes Cast | 4,143 |
Voter Turnout | 33.43% |
The votes cast in the primary election, per the 2020 official summary provided by the Washoe County Registrar of Voters, are:

Anderson | 1,758 | 44.56% |

According to the Sparks City Charter, Section 5.020 (2) The names of the two candidates who receive the highest number of votes at the primary election must be placed on the ballot for the general election. The following candidates will appear on the general election ballot:
City Council Ward 1
Donald Abbott
Wendy Stolyarov
City Council Ward 3
Paul Anderson
Quentin Smith
Barbara McCarthy, Municipal Court Judge Department 1, Chet Adams, City Attorney and Kristopher Dahir, City Council Ward 5 were unopposed in the 2020 primary election and will be confirmed and declared elected during the first meeting following the general election in November.
Alternatives:
City Council could choose to reject the canvass and not confirm the results of the 2020 primary election.
Recommended Motion:
I move to declare the results of the 2020 primary election official.
