Agenda Item Brief:

Staff is requesting City Council approve the reimbursement to the City of Reno for the City of Sparks’ share of a construction contract for the replacement of two Motor Control Centers (MCC) at TMWRF. These MCCs are beyond their expected service life and cannot be properly maintained. This project is in the approved TMWRF Capital Improvement Program.



Background:
A Motor Control Center is an electrical structure that receives power from the main plant sub-station and distributes it to a variety of equipment in a specific area of the treatment plant. One MCC may control up to 15 different items such as pumps or blowers. TMWRF has 37 MCCs throughout the facility to distribute electrical energy to the treatment equipment. Subsequent to a risk evaluation, all MCCs were ranked for their condition and expected remaining service life. The highest priority MCCs, numbers 7, 8 and 9, were replaced in FY 20. MCCs 12 and 24 are the next highest priority for replacement.
 
 


Analysis:

The City of Reno held an open, competitive bid for this work with Triumph Electric Company being the lowest responsive and responsible bidder. The current CIP budget approved by the TMWRF Joint Coordinating Committee for the construction of this project will support the award of the bid in the amount of $328,164.50 with the City of Sparks’s share $102,945.20.



Alternatives:
  1. Council may approve the reimbursement as presented by staff.
  2. Council may reject the reimbursement and direct the Manager to have staff investigate alternatives.


Recommended Motion:

I move to approve reimbursement to the City of Reno for Sparks’s share of a construction contract with Triumph Electric Company Inc. for the MCC 12&24 Replacement Project at the Truckee Meadows Water Reclamation Facility in the amount of $328,164.50, with the City of Sparks’ share being $102,945.20.
