Title: Consideration and possible award of the Wedekind Park Project, Bid No. 11/12-029, PWP-WA-2012-187 to West Coast Paving, in the amount of $153,470.

Recommendation: Staff recommends that Council award the Wedekind Park Project, Bid No. 11/12-029, PWP-WA-2012-187 to West Coast Paving, in the amount of $153,470.
Financial Impact: This project is a continuation from Fiscal Year 2010-2011 and was contained in the adopted Capital Improvement Plan (CIP) for that year under Wedekind Park & Trails Neighborhood Park- Phase III in Rec & Park District I Fund (1406). $232,820 of appropriations will come from a budget augmentation from fund balance, giving a total of $242,776.35 of available funding in Fund 1406. Additionally, a balance of $4,949.65 remains of the $86,425 grant and has been secured in the Sparks Grants & Donations Fund (1204) under FHWA Recreation Trails Program (122041) that will also augment the project. Expenses for improvements will post to Account 604060, Site Improvements-Capital Project 11-2500S-102.

Agenda Item Brief: Consideration and possible award of the Wedekind Park Project, Bid No. 11/12-029, PWP-WA-2012-187 to West Coast Paving, in the amount of $153,470. This project will construct two trail head access parking lots, one off Disc Drive and another off 4th Street, install two shade structures, and a Picnic Pavalion. Staff recommends approval.


Background: On September 28, 2010, Parks staff did a presentation to the State of Nevada, Division of State Parks requesting a Trails Grant to further develop the Wedekind Regional Park. The grant was awarded to the City to make improvements to the Wedekind Regional Park. Stantec Engineering was hired to provide the design of the Park and worked with Parks staff to obtain community involvement. Stantec and Parks staff met with local residents on two separate occasions and obtained feedback from the Nevada Division of Forestry. The park is to include use of the existing trail network, two outlooks with shade structures, spilt rail fencing, and a learning center off of the 4th street entrance, which will include a pedestrian bridge, gazebo, and class room seating.

Analysis: The project advertised in the Reno Gazette Journal on March 21, 2012 and copies were distributed to local plan rooms. Two addenda were issued during the bid. Seven bids were opened at City Hall on March 6, 2012 at 2:00 P.M. Bid results ranged in cost from $153,470 to $246,246. Alternatives: 1. City Council could award the Wedekind Park Project as outlined by Staff. 2. City Council could reject the Wedekind Park Project and provide direction to the City Manager.

Recommended Motion: I move to award the Wedekind Park Project, Bid No. 11/12-029, PWP-WA-2012-187 to West Coast Paving, in the amount of $153,470.
