Title: Consideration and possible authorization to use the U.S. Communities contract with Kompan for the purchase of play equipment for Pah Rah Park All Abilities Playground, in the amount of $151,854.80.

Recommendation: Staff recommends that Council authorize the use of the U.S. Communities contract with Kompan for the purchase of play equipment for Pah Rah Park All Abilities Playground, in the amount of $151,854.80.
Financial Impact: Following the approval of equipment from Recreation Republic and equipment and site improvements from Field Turf (see other Agenda Items) there remains $252,292.78 of appropriations for this project, contained in the 2011/2012 Capital Improvement Plan (CIP) under Pah Rah Accessible Play Structure Project, CIP 123003, in Fund 1407, Rec & Park District II. Up to $151,854.80 of expenses for equipment related expenses will post to Account 604070- Capital Equipment and Furnishings using Project 12-3003-101.

Agenda Item Brief: Consideration and possible authorization to use the U.S. Communities contract with Kompan for the purchase of play equipment for Pah Rah Park All Abilities Playground, in the amount of $151,854.80. The use of a cooperative purchasing contract such as that offered under the U.S. Communities program affords the City a price that is specific to the project while also satisfying the legal procurement requirements. Based upon known market conditions, the quoted price under this contract represents a significant discount for the quality of material being installed. Staff recommends approval.


Background: In May 2011 City Council approved the 2011/2012 Capital Improvement Plan which included designing and building an “All Abilities” Playground at Pah Rah Park in Park District No. 2. Parks staff networked with the Washoe County School District and looked at schools with special needs programs. Pah Rah Park not only had an expansive available space to create such a play area but also fell within a central location to the Washoe County Schools and their schools and programs at Marvin Moss and Bud Beasley. Staff worked with Recreation Republic to design the “All Abilities” playground to create a fully integrated environment for children and their families. Through the design process certain features were picked specifically for what attributes they offered to this project.

Analysis: NRS 332.115(1)(M) and SMC 2.25.125(A)(12) allows for the use of contracts bid and awarded by other government agencies as one method for bypassing a local bidding process. Within public procurement departments, “joining” or “piggybacking” off of other government contracts is one method in which great savings in time/expense can be found. In practice, U.S. Communities contracts helps to manage large master contracts that have been bid by local agencies throughout the United States that have potential for being used by its member agencies. This association is similar to other government contracting associations. The City of Sparks has used and continues to use contracts of these types for the procurement of computers, software, office supplies, MRO supplies, etc. With the unique equipment and surfaces desired to create this playground and the necessity of having a competitive pricing on these features, staff obtained a quote from Kompan based on the U.S. Communities contract to provide this equipment. A copy of the quote is attached to this staff report for the Councils review.

Alternatives: 1. City Council could award the U.S. Communities contract with Kompan as outlined by Staff. 2. City Council could reject the U.S. Communities contract with Kompan and provide direction to the City Manager.

Recommended Motion: I move to award the U.S. Communities contract with Kompan for the purchase of play equipment for Pah Rah Park All Abilities Playground, in the amount of $151,854.80.
