Agenda Item Brief: The City of Sparks Community Services Department has solicited a quote from Aquatic Environments, Inc (AEI) to provide seasonal water quality maintenance services for the Sparks Marina Canal. AEI specializes in the maintenance of man-made water features and has been providing maintenance services to the Marina since 2005. The quotation for the maintenance services has been reviewed by the Community Services Department and has been found acceptable. Staff recommends approval.


Background: Aquatic Environments, Inc. (AEI) has been providing maintenance services for the Sparks Marina Canal since 2005. Over the past 6 years, AEI has created an integrated pest management program (IPM) that is specific to the aquatic species found in the canal. The IPM perfected by the contractor focuses on the control of nuisance aquatic plant growth (weeds), algae, and debris within the canal which directly affects the water quality of the entire Sparks Marina. Specifically, the integrated pest management program proposed by AEI includes: • Weekly maintenance and monitoring of the canal beginning in May and terminating by December. The weekly maintenance program will include monitoring of plant and algae growth, water quality analysis for nutrient and oxygen levels, operation and maintenance of the air and water pump systems, removal of all debris within the canal, water level monitoring, and preparation of monthly reports. • Algae Control Program. AEI will provide chemical and microbial bacterial treatments to the canal to control algae blooms. These treatments are anticipated to begin in late May with maintenance doses through the summer months. • Aquatic Plant Control. AEI will monitor and treat the Marina Canal to control the growth of aquatic plants along the canal bottom. These treatments are anticipated to begin in late may with maintenance doses through the summer months. • Equipment Maintenance. AEI will perform periodic maintenance to the existing pump and aeration systems as needed. All chemical and biological treatment agents proposed by AEI for use with in the Marina Canal are approved for use by the United States Environmental Protection Agency and the Nevada Department of Agriculture and are not harmful to wildlife, fish or humans. The application of the treatment agents will be performed by AEI personnel who are licensed by the State of Nevada as certified Pest Control Applicators.

Analysis: The City of Sparks has adequate budgeted funding for this project. Proper maintenance of the Marina Canal will be beneficial to the overall water quality of the Marina as well as the aesthetic quality of the walking path and surrounding developments.

Alternatives: 1. Approve the contract as presented in this staff report 2. Take no action 3. Provide the City Manager with further direction

Recommended Motion: I move to approve a contract for seasonal water quality maintenance at the Sparks Marina Canal with Aquatic Environments, Inc. in the amount of $43,846.00.
