Agenda Item Brief:

This project will replace the existing Alerton front end global control unit and modify the existing HVAC system controls to provide functionality and efficiency to the new variable air valve boxes being installed for the Phase 1 HVAC Upgrade Project at the Police Department.  Staff recommends approval of the attached construction contract with Building Control Services, Inc. in the amount of $93,500.



Background:

The Police Department at 1701 East Prater Way was originally constructed in 1991.  This facility provides space for all police department staff and operates 24 hours a day, 7 days a week.  The existing HVAC system is 28 years old and nearing the end of its useful life and in need of replacement.  On January 13, 2020 Council approved the Police Department HVAC Upgrade Phase 1 Project to Emcor Services, which includes the replacement of high maintenance fan coil units with new variable air units that provide improved control and efficiency, along with a new Liebert HVAC System installed to protect electronic data stored in the computer server room of the Police Department.

In 2007, the original HVAC control system installed during construction of the building in 1991 failed.  The original control system was slated to be replaced with Alerton Direct Digital Controls but minimal budget at the time of failure precluded complete overhaul and only some of the original control system was replaced.  Many of the control valves, damper actuators, and other reusable control components were retained and are still original components.  Since 2007 the City has used the Alerton Direct Digital HVAC Control System on a majority of City owned buildings, and found it is more cost effective to continue to use this same proven system at the Sparks Police Department.  This allows maintenance to monitor the system using one software program they are familiar with instead of multiple software systems.  This project will replace the global controller installed in 2007 and many of the then-retained original components.



Analysis:

On December 2, 2019, the City received a quote from Building Control Services (BCS) in the amount of $93,500 which includes the material, installation, and software required to upgrade the existing Alerton Direct Digital Control System with current technology and provide required modifications for operation of the new variable air valve boxes being installed with the Phase 1 HVAC Project.  This project will be funded through savings derived from CIP #20-1003 (Maintenance Garage East Parking Lot Reconstruction Phase 2).  Because the overall project exceeds $100,000, the attached quote does include prevailing wage as required by NRS.  Also attached is a letter from Alerton verifying that BCS is the only authorized Nevada Company to sell, install, and service Alerton Products which is permitted by NRS 332.115 (c,d).



Alternatives:
  1. City Council could approve the construction contract as outlined by Staff.
  2. City Council could reject the construction contract and provide direction to the City Manager.


Recommended Motion:

I move to approve a construction contract (AC-5651) to Building Control Services, Inc. to provide upgrades to the existing HVAC system controls at the Sparks Police Department in the amount of $93,500.
