Budget Correction Plan:
Program 091344 will be funded by using funds set aside for vehicles for vacancy positions within the Police Department in General Fund 1101.

Agenda Item Brief:

Equipment Services is requesting authorization to replace eleven existing vehicles and to add seven new needs vehicles to the city’s motor vehicle fleet. The eleven vehicles to be replaced have exceeded their life cycle and are ready to be replaced. Seven new vehicles were included in the City Managers recommendations for new needs and will be assigned to new positions as approved in the FY20 budget.  If approved, the City will joinder with the State of Nevada contract number 99SWC-S490 for purchasing vehicles from Champion Chevrolet. $206,000.00 was included in the Fiscal Year 2020 budget approved by the City Council on May 28, 2019 for new needs and $1.806 million in FY20 for vehicle replacement. Staff recommends approval.



Background:

This request is for the purchase of new vehicles for the fleet. Eleven of the vehicles will be part of the annual fleet replacement fund. Four of these vehicles are replacements for the Police department. 272A a 2006 Dodge Stratus and 214D a 2007 Chevrolet Impala are detective vehicles, 2304 a 2013 Chevrolet Caprice and 2103 a 2011 Dodge Charger are both patrol vehicles. Unit 322A a 2005 Ford F250 is being replaced for the Fire Department. Unit 437C a 1997 Chevrolet 3500, 445C a 1998 GMC 3500, and 436C a 1997 Chevrolet 3500 are being replaced for Parks Maintenance. Unit 421D a 2001 Ford F-350 and 446D a 2003 F-350 are being replaced for Street Maintenance. Unit 464B a 2006 Chevrolet 1500 is being replaced for Environmental Control. All of these vehicles are being replaced within the fleet fund (fund 1702) and have exceeded their life cycle or no longer cost effective to remain in the fleet.

Seven of the vehicles are new vehicles that were included in the City Managers recommendations for new needs and will be assigned to new positions as approved in the FY20 budget. One vehicle will be assigned to the Police Department, one to Fire Prevention, two vehicles will be assigned to Parks Maintenance, two vehicles will be assigned to Drains Operations, and one will be assigned to Sewer Operations. These seven vehicles represent additions to the City’s Fleet.



Analysis:

In sourcing this vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing this vehicle utilizing the State of Nevada vehicle bid contract number 99SWC-S490. The State’s bid represents a high volume and government pricing for vehicle purchases. Utilizing the “joinder” provision allows the City to precisely define the vehicles needed while foregoing the need to formally bid the item.

The $586,337.42 expenditure will allow Equipment Services to buy new or replace fleet vehicles with appropriate vehicles for use in their assigned area.



Alternatives:
  1. The City Council could approve this expenditure.
  2. Council could reject the proposed expenditure and provide direction to the City Manager.


Recommended Motion:

I move to approve an expenditure of $586,337.42 to purchase eighteen new vehicles from Champion Chevrolet utilizing a joinder with the State of Nevada contract number 99SWC-S490.
