Agenda Item Brief:

Staff is recommending the City Council approve the reimbursement to the city of Reno for the city of Sparks’s share of a construction contract for the replacement three Motor Control Centers (MCC), Numbers 7,8 and 9 at TMWRF. A Motor Control Center is an electrical structure that receives power from the main plant sub-station and distributes it to a variety of equipment in a specific area of TMWRF.  MCC numbers 7,8 and 9 are beyond their expected service life and cannot be properly maintained. This project is included in the TMWRF Capital Improvement Program approved by the Joint Coordinating Committee.

The total cost of the construction contract with Nelson Electric Company, Inc is $366,300 with Spark's share being $114,908.31.



Background:

A Motor Control Center is an electrical structure that receives power from the main plant sub-station and distributes it to a variety of equipment in a specific area of the treatment plant.  One MCC may control up to 15 different items such as pumps or blowers. TMWRF has 37 MCCs throughout the facility to distribute electrical energy to the treatment equipment.  Subsequent to a risk evaluation of all MCCs, numbers7, 8 and 9 were ranked as the highest priority for replacement.  While they are separate devices, these three MCCs are co-located in one area of the plant. Thus, they can most easily be replaced simultaneously, minimizing the complexity of the temporary power distribution system that will be needed during construction.



Analysis:

The city of Reno held an open, competitive bid for this work with bids being opened on June 12, 2019.  The only responsive and responsible bidder was Nelson Electric Company Inc. The current CIP budget approved by the TMWRF Joint Coordinating Committee for the construction of this project will support the award of the bid in the amount of $366,300 with the city of Sparks’s share $114,908.31.



Alternatives:
  1. City Council may approve the reimbursement to the city of Reno
  2. City Council may reject the reimbursement and provide direction to the City Manager


Recommended Motion:

I move to approve reimbursement to the city of Reno for Sparks’ share of a construction contract with Nelson Electric Company Inc. for the MCC 7, 8 and 9 Replacement Project at the Truckee Meadows Water Reclamation Facility in the amount of $366,300.00 with the city of Sparks’ share being $114,908.31.
