Agenda Item Brief:

This project was identified in the 2016 City of Sparks Sanitary Sewer Master Plan Update and was approved in the fiscal year 2020 Capital Improvement Plan.  The design services will include utility research, topographic survey, geotechnical investigation, engineered drawings, bid item list, and specifications per the attached proposal.  Staff recommends approval of the contract.



Background:

The 2016 City of Sparks Sanitary Sewer Master Plan Update identified capital improvement projects for the sanitary sewer collection system reflecting the increase in growth and development throughout the city after the Master Plan was created in 2005.  Upsizing the existing sewer in 18th St (from York Way to Tyler Way) and in Tyler Way (From 18th St to 16th St) was identified as a priority project.  The existing 10” and 12” sewer lines will be upsized to 15”.  The project was approved as a part of the FY2020 Capital Improvement Plan. 

Dyer Engineering Consultants was selected to perform the engineering design due to their experience with similar sewer capacity projects regionally.  The professional services proposal from Dyer Engineering Consultants is attached for Council’s review.



Analysis:

The proposal for design services from Dyer Engineering Consultants provides for a complete design, including engineered construction documents for project bidding, for the sewer improvements identified in the 2016 Sewer Master Plan Update in Tyler Way and 18th St.  The proposal fee is $78,750.  Staff has reviewed and agrees with the scope of the proposal and associated fee.



Alternatives:

1.    City Council could approve the proposal as outlined by Staff.

2.    City Council could reject the proposal and provide direction to the City Manager.



Recommended Motion:

I move to approve a design services contract (AC-5581) for the Tyler Way and 18th Street Sewer Improvements Project, with Dyer Engineering Consultants, in the amount of $78,750.
