This project involves removing and replacing the deteriorating curb gutter, sidewalk, driveway approaches and roadway surface along I Street from Rock Blvd to 15th Street. Refer to the attached Vicinity Map. The project was advertised on March 13, 2019. On March 27, 2019, the City of Sparks received four (4) qualified bids for this project. Spanish Springs Construction submitted the low bid in the amount of $421,444.00. If approved, this project will be paid for with a combination of $279,408.75 of Community Development Block Grant (CDBG) funding from the City of Sparks and $142,035.25 from the Redevelopment Agency of the City of Sparks, Redevelopment Area 1 funds.
Background:
The 2019 CDBG Street Improvements-Federally Funded Project is based upon the City’s approved U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Annual Action Plan (AAP FY 2018/2019) and in accordance with the Five-Year Consolidated Plan (CP) for 2015-2019.
The existing concrete and roadway infrastructure in this area was constructed in the early 1950’s. The asphalt paving on I Street has severe structural failures, cracks and surface deterioration that warrant the need for reconstruction. Additionally, concrete walkways and curbs have deteriorated and need replacement. The existing sidewalks have exposed aggregates, missing and cracked panels, and trip hazards resulting in pedestrian facilities that do not function as designed. The curb and gutter within this area has deteriorated as well and does not drain as designed in many areas.
The contract must be approved by both the Sparks City Council and the Redevelopment Agency of the City of Sparks.
Analysis:
The scope of work for this project involves the removal and replacement of existing curb, gutter, and sidewalk. Existing catch basins and service laterals will be replaced. The roadway will be pulverized, repaved, and new striping will be installed. This project will rehabilitate I Street from Rock Blvd to 15th Street. The project area is located entirely within the City of Sparks Town Center Redevelopment Area, also referred to as Redevelopment Area 1.
The City of Sparks received four (4) qualified bids for this project, one of which was determined “non-responsive”. Bids were received March 27, 2019 at 1:45pm and opened at 2:00pm.

* NV NJ Construction Group’s bid was determined to be “non-responsive” due to the omission of listing themselves on the required sub-contractor listing, per the bid document and NRS 338.141.
The contract is attached for review and discussion.
Alternatives:
1. Sparks Redevelopment Agency could approve the project contract as proposed.
2. Sparks Redevelopment Agency could reject the proposed project contract and provide direction to the City Manager.
Recommended Motion:
I move to approve the contract for the 2019 CDBG Street Improvements -Federally Funded Project, Bid No. 18/19-018, PWP-WA-2019-152 to Spanish Springs Construction in the amount of $421,444.00, comprised of $279,408.75 from the City of Sparks and $142,035.25 from the Redevelopment Agency of the City of Sparks, Redevelopment Area 1 funds.
