Title: Consideration, discussion and possible approval of an updated Regional Public Safety Training Center interlocal agreement (AC-5580).

Recommendation: That the Council approve the updated Regional Public Safety Training Center Interlocal Agreement.
Financial Impact: Commits the City to an annual contractual cost. FY 19/20's estimated cost is: $143,625.06, which was approved in the City Manager's FY20 Budget Recommendations.

Agenda Item Brief:

Approval of this updated interlocal agreement will serve as a formal committment by the city of Sparks for funding and to establish operational, executive and management boards comprised of members from the partnering agencies to govern the Regional Public Safety Training Center operations. 



Background:

The attached interlocal agreement between Washoe County, the city of Reno and the city of Sparks (Partnering Agencies) provides for the operation of the Regional Public Safety Training Center (RPSTC) and supersedes any and all agreements previously entered into for the operation of said facility.  This agreement was first approved when the facility opened in 2002.  

NRS 277.180 provides that public agencies may contract to perform any governmental service, activity or undertaking.  Washoe County, the city of Reno and the city of Sparks are public agencies that seek to enter into this Agreement for the collective goal of providing a facility for use, training and educational programs of the Partnering Agencies that enhance public safety and interagency communication.  



Analysis:

The city of Sparks is committed to providing their citizens with the best and most professional public safety service possible.  The RPSTC helps ensure our police and fire departments have the highest level of professionalsm by providing a state-of-the-art facility for training and educational programs.  



Alternatives:

The Council could deny approval of the interlocal agreement. 



Recommended Motion:

I move to approve the Regional Public Safety Training Center Interlocal Agreement (AC-5580).
