Title: Presentation, discussion and possible approval to amend Appendix A in the Management, Professional and Technical Employee Resolution (R-3341)to coincide with a reorganization of the Financial Services Department effective May 28, 2019.

Agenda Item Brief:

The City Manager’s budget and organizational structure were approved by the City Council on April 22, 2019.  The Financial Services Department is impacted in this reorganization to better align the department's structure with the City Manager’s strategic plan as well as to better serve the City’s need for compliance and risk management.  In order to implement the organizational changes, a previous agenda item heard today proposed a change to the employee complement and this agenda item proposes the same changes to the Management, Professional and Technical Resolution (R-3341) (MP).  These changes are  to reflect title changes that coincide with this reorganization.

 



Background:

Presented in a previous agenda item at council today, this item reflects a new organizational structure for the Financial Services Department.  To complete this new structure, the MP Resolution, Appendix A must be amended.

In addition to a new organizational structure, the Financial Services Department received approval in the budget to add a new position to the Information Technology (IT) division.  The position, Security Systems Specialist, will be filled after Fiscal Year 20 begins, however the title needs to be added to the MP Resolution to allow Human Resources to begin the recruitment process.

On September 10, 2018, City Council adopted a systematic process of determining pay using the Korn Ferry HAY (HAY) classification and compensation method for all positions in the MP Resolution.  This method was used to evaluate the Finacial Services Department proposed organizational changes, including the new title.



Analysis:

The City’s HAY consultant reviewed affected titles in the proposed reorganization as well as the added title. HAY analyzed the gathered information, applied their proprietary points-based classification system and assigned the appropriate classification levels.

As requested in the previous agenda item, the title of Budget Administrator will be removed from the Appendix A and the title Budget Manager will be added. HAY recommended a classification level change for the Budget Manager to an eighteen from a seventeen.

Hay’s recommended level for the new position of Information Technology Security Specialist is a level fourteen.

The changes are as follows:

Title: Budget Manager

Pay Range: $85,696- $128,544

Level: 17 to 18

Title: IT Security Specialist

Pay Range: $57,013- $85,530

Level: 14

 



Alternatives:

1.  The City Council may approve the MP Appendix A changes as presented.

2.  The City Council may not approve the MP Appendix A changes as presented.

3.  The City Council may not approve the MP  Appendix A changes but provide direction or alternatives to the City Manager.

 



Recommended Motion:

I move to approve the amendments to the Management, Professional and Technical Employee Resolution (R-3341), Appendix A effective May 28, 2019.
