Recommendation: An Oath of Office is administered to newly appointed officials for the City of Sparks.

Agenda Item Brief:

Sparks Charter Section 1.080 "Appointive Positions" states: The Mayor of the City shall appoint a City Manager, subject to confirmation by the City Council.

Sparks Charter Section 1.110 "Oath of Office" states: Every person elected or appointed under the provisions of section 1.060 to 1.090, inclusive, shall subscribe to the official oath as provided by the City Council. Each person shall swear or affirm that he or she is not under any direct or indirect obligation to vote for, appoint, or elect any person to any office, position, or employment in the City government.

Background:

On February 25, 2019, Mayor Smith appointed Neil C. Krutz as the Sparks City Manager, effective March 15, 2019. The Mayor's appointment was confirmed by City Council.

Analysis:

Per Sparks City Charter Section 1.080, the Mayor of the City shall appoint a City Manager, subject to confirmation by the City Council.

Alternatives:

The City Council may deny administration of the oath

Recommended Motion:

I move to administer the Oath of Office to Neil C. Krutz, appointing him as the Sparks City Manager.
