Title: Consideration and possible approval of a consultant and reimbursement to the City of Reno in the amount of $118,542.00 for Sparks’ share of a bid award to Stantec Consulting Services by the City of Reno for Design and Analysis associated with the Headworks Building and the Septage Receiving Facility at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve Sparks’ share of the contract between the City of Reno and Stantec Consulting Services for Design and Analysis associated with the Headworks Building and the Septage Receiving Facility at the Truckee Meadows Water Reclamation Facility (TMWRF). The reimbursement will be to the City of Reno equal to $118,542.00.
Financial Impact: The City of Reno will enter into an agreement with Stantec Consulting Services and administer the design and construction contract. The City of Reno will be reimbursed for a portion of the costs by the City of Sparks through the current cost sharing agreement for TMWRF capital projects. The City of Reno and the City of Sparks share the cost of this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks.

Agenda Item Brief: This matter is scheduled to go before the Reno City Council on February 08, 2012 for approval to enter into a professional services contract with Stantec Consulting Services for Design and Analysis associated with the Headworks Building and the Septage Receiving Facility at the Truckee Meadows Water Reclamation Facility (TMWRF). Under the capital projects cost sharing agreement with Reno, Sparks will reimburse Reno for 31.37% of the total amount. (Sparks’ share being $118,542.00)


Background: The Headworks facility receives all incoming wastewater and after screening out large solids pumps the wastewater up and into TMWRF for further treatment. The condition of the operating systems of the Headworks facility , constructed and operated continuously since the mid-1960’s, have become severely degraded by the harsh environmental conditions within which they have operated. Improvements are needed to maintain reliability. The Septage Receiving Facility provides a station for septage haulers to discharge septage into TMWRF operations. The existing facility, originally constructed in 1983, has been degraded to a condition where TMWRF had determined that it no longer can be used as the main discharge station for regular septage deliveries. A temporary septage discharge station is now being used at TMWRF pending the design and construction of an up-to-date new facility. This temporary station continues to exhibit its own set of problems with, wholesale rock and grit input, sample contamination and interference, in addition to traffic flow issues at the entrance to the facility. Improvements are needed to restore functionality of the septage receiving facility.

Analysis: The condition of the Headworks and Septage Receiving facilities at TMWRF, which were constructed in the mid-1960’s for headworks and 1983 for septage receiving, has deteriorated due to the harsh environmental conditions within which they operate. Both must now be renovated to assure reliability. Stantec Consulting Services will provide a complete redesign of the Septage Receiving facility and prepare a preliminary design for renovation of the Headworks facility to establish a basis for either a renovation of the existing facility or for significant improvements. Staff recommends Council approve an agreement with Stantec Consulting Services in the amount of $377,884.00 with Spark’s share being $118,542.00 (Sewer Enterprise Fund) .

Alternatives: 1. Council could direct the City Manager to provide other alternatives.

Recommended Motion: I move that Council approve the consultant agreement and reimbursement to the City of Reno for Sparks’ share of the Design and Analysis associated with the Headworks Building and the Septage Receiving Facility at the Truckee Meadows Water Reclamation Facility (TMWRF) in the amount of $118,542.00.
