Title: Consideration and possible approval to purchase one fire ladder truck from Graham Fire Apparatus /Rosenbauer in the amount of $941,290.00.

Recommendation: Staff recommends that the Council approves the purchase of this fire truck for the Fire Department from Graham Fire Apparatus/Rosenbauer in the amount of $941,290.00.
Financial Impact: $941,290.00 in Equipment Fund 1702. $600,000.00 was approved in program 100902 Fire Apparatus Replacement Plan in the FY19, and $600,00.00 of budget authority remains. Fiscal Plan: This apparatus is expected to be delivered during the FY20 fiscal year and the final payment of $341,290.00 minus discounts for prepayment will be due at that time. The remaining $341,290.00 minus discounts will be budgeted in the FY20 fiscal year. There will be a discount of $21,480.00 applied to the final purchase price if this $600,00.00 is paid at the time the order is placed. $0 of replacement funds have been collected in this fund for this purchase as it was a leased vehicle. General Fund annual maintenance and repairs costs will not change.

Budget Correction Plan:
This apparatus is expected to be delivered during the FY20 fiscal year and the final payment of $341,290.00 minus discounts for prepayment will be due at that time. Agenda Item Brief:

Equipment Services is requesting authorization to spend $941,290.00 to replace 377B, a ladder truck for the Fire Department.



Background:

This request is for the purchase of one ladder truck #3300. This vehicle will replace 377B. The existing pumpers are American LaFrance trucks and have not been mechanically reliable. The manufacturer has gone out of business and replacement parts are increasingly getting hard to acquire. If approved, the new ladder truck will not arrive until January 2021.

Equipment services is requesting to make this purchase early to get the process started. By ordering this truck now the City will not only lock in the current price but will not have to wait an additional eight months to take delivery.

The replacement of 377B represents another step in the City’s plan to replace the fire apparatus fleet by taking advantage of any discounts in pricing and without incurring any debt.



Analysis:

Staff from the Fire Department and Equipment services have extensively researched fire truck manufacturers and visited their manufacturing facilities. Rosenbauer was chosen based on several criteria:

  1. Rosenbauer offered the best price for the product and we liked their manufacturing process.
  2. Rosenbauer parts are not proprietary, and they provide manufacturers part numbers in their parts books.
  3. Rosenbauer is a worldwide company.
  4. Factory and service centers are located nearby, not on the east coast.
  5. Rosenbauer has a lifetime warranty on their body.
  6. Rosenbauer offers Green Star options that reduce or eliminate idle time.

In sourcing the vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the vehicle utilizing the HGAC bid. These bids have historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.



Alternatives:
  1. Council could approve this purchase as outlined by staff.
  2. Council could deny this purchase and provide direction to the City Manager.


Recommended Motion:

I move to approve the purchase of one fire ladder from Graham Fire Apparatus/Rosenbauer in the amount of $941,290.00.
