Agenda Item Brief:

The software support agreement is for the distributed control system (DCS) at TMWRF.  The DCS is the backbone of the process monitoring and equipment control system for the plant.  The software support agreement will allow staff access to the vendor to keep the program current and receive assistance in troubleshooting and programming.



Background:

The Distributed Control System (DCS) is a computer system that controls the operations of wastewater treatment processes at TMWRF.  The current system was originally installed in 1998 after Foxboro was awarded the project in an open, competitive bid process.  The Foxboro DCS has been very reliable and user friendly. The City of Sparks has maintained the software support contract since the original installation of the software at TMWRF.  Foxboro was purchased by Schneider Electric in 2016, however Schneider continues to sell and support the Foxboro DCS software.



Analysis:

This support agreement will give staff at TMWRF the tools necessary to keep the DCS system functioning at an optimum level.  Upgrades to the software are provided automatically along with discounted training for City staff and support for system troubleshooting.  The cost of the software support agreement was anticipated and included in the FY 19 TMWRF Operational budget.   Staff is recommending the purchase of the base agreement plus two optional services (Training Growth Fund and Customer FIRST for System Auditor).  These optional services have historically been included in our service agreement.  The total cost of the agreement is $198,985.00 and if approved will be invoiced annually as shown below:

Alternatives:

        1. City Council could approve the agreement as presented by staff.

        2. The City Council could reject the agreement and provide direction to the City Manager.

I move to approve the purchase of a 3-year software service agreement with Schneider Electric in the amount of $198,985.00.
