Title: Consideration and possible acceptance of a 2017 Justice Assistance Grant (JAG) in the amount of $26,234.

Agenda Item Brief:

The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance has awarded a 2017 Justice Assistance Grant (JAG) collectively in the amount of $131,170 to the Reno Police Department, Washoe County Sheriff’s Office and the Sparks Police Department. This funding can be used towards law enforcement training, law enforcement equipment, and law enforcement personnel overtime expenses. The Sparks Police Department’s allocation of funding is $26,234. Reno and Washoe County will both receive $52,468.



Background:

The City of Reno is the fiscal agent and responsible for all grant reporting for this grant program period of October 1, 2017 to September 30, 2020. An interlocal agreement (AC5399 attached) was submitted to the Sparks City Council and approved on August 28, 2017. The funding for this grant was delayed due to litigation that occurred at the Federal level and did not include the City of Sparks.



Analysis:

On the original application the funds were allocated to upgrading the audio/video recording equipment in the Sparks Police Department Detective Section’s interview/interrogation rooms. Because of the delay in the funding that project was completed utilizing other means. A grant change order will be completed and submitted to the grant administrator. Upon approval and acceptance of the 2017 Justice Assistance Grant (JAG) the Sparks Police Department will utilize the $26,234 to upgrade the computer system in the ID section of the police department, upgrade internal affairs IA Pro software and to send one police lieutenant to the Senior Management Institute for Police (SMIP) at Boston University.



Alternatives:

The city can elect to reject the 2017 Justice Assistance Grant (JAG) award in the amount of $26,234 and seek funding elsewhere.



Recommended Motion:

I move to accept $26,234 grant award from The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, 2017 Justice Assistance Grant (JAG).
