The City of Sparks and the Association of Sparks Fire Department Classified Chief Officers have agreed to a Memorandum of Understanding regarding changes to the current Collective Bargaining Agreement (AC-5413) effective dates for range adjustments to October 1, 2018.
The City and Classified Chief Officers conferred after the City received the classification and compensation report known to employees in this contract as HAY. HAY recommended that the City and the public safety unions continue to use the established practice of market comparison and the parties agreed with HAY’s recommendation. The parties have agreed to parallel the range adjustments with the City’s planned implementation of HAY. This ensures a fair and equitable method among all employees.
Background:
The Chief Officers Collective Bargaining Agreement approved by council on September 25, 2017 had the following range adjustment on the following schedule:

Analysis:
The City and the Chief Officers conferred after the City received the classification and compensation report from HAY. HAY recommended that the City and the public safety unions continue to use the established practice of market comparison methodology. The City and the Officers agreed to maintain the established practice. However, the parties did agree to modify the dates for range adjustments.
Therefore, the City and the Officers agree to a Memorandum of Understanding to change the effective dates of the range adjustments for January 7, 2019 and January 6, 2020 to October 1, 2018. The proposed new rate table will be:

Alternatives:
- The Council may choose to approve the proposed Memorandum of Understanding.
- The Council may choose not to approve the proposed Memorandum of Understanding.
- The Council may choose not to approve the proposed Memorandum of Understanding and direct the City Manager toward another alternative.
Recommended Motion:
I move to approve the Memorandum of Understanding between the City of Sparks and the City of Sparks Fire Department Classified Chief Officers.
