A Business Impact Statement is not required because this is not a rule.
The City of Sparks (City) and the Sparks Police Protective Association-Sergeants (SPPA Sergeants) have agreed to a Memorandum of Understanding regarding changes to the current Collective Bargaining Agreement (AC-5410) effective dates for range adjustments to October 1, 2018.
The City and SPPA-Sergeants conferred after the City received the classification and compensation report known to employees in this contract as HAY. HAY recommended that the City and the public safety unions continue to use the established practice of market comparison and the parties agreed with HAY’s recommendation. The parties have agreed to parallel the range adjustments with the City’s planned implementation of HAY. This ensures a fair and equitable method among all employees.
Background:
The SPPA-Sergeants Collective Bargaining Agreement approved by council on September 25, 2017 had the following range adjustment on the following schedule:
Effective Date |
Percentage |
07/10/2017 |
2.2% of July 11, 2016, base pay |
07/09/2018 |
3.0% of July 11, 2016, base pay |
07/08/2019 |
3.5% of July 11, 2016, base pay |
Analysis:
The City and the SPPA-Sergeants conferred after the City received the classification and compensation report from HAY. HAY recommended that the City and the public safety unions continue to use the established practice of market comparison methodology. The City and the SPPA-Sergeants agreed to maintain the established practice. However, the parties did agree to modify the dates for range adjustments.
Therefore, the City and the SPPA-Sergeants agree to a Memorandum of Understanding to change the effective dates of the range adjustments previously approved for January 7, 2019 and January 6, 2020 to October 1, 2018. The proposed new rate table will be:
Effective Date |
Percentage |
07/10/2017 |
2.2% of July 11, 2016, base pay |
07/09/2018 |
3.0% of July 11, 2016, base pay |
10/1/2018 |
3.5% of July 11, 2016, base pay |
This is consistent with the implementation dates with the City’s other Collective Bargaining Agreements and Employee Resolutions. Attached is the Signed Memorandum of Understanding and an updated Appendix A.
The financial impact as a result of the memorandum of understanding for FY19 is $12,000 and $14,000 in FY20. The estimated cost impact for two fiscal years combined is $26,000 to the General Fund.
Alternatives:
- The Council may choose to approve the proposed Memorandum of Understanding.
- The Council may choose not to approve the proposed Memorandum of Understanding.
- The Council may choose not to approve the proposed Memorandum of Understanding and direct the City Manager toward another alternative.
Recommended Motion:
I move to approve the Memorandum of Understanding between the City of Sparks and the City of Sparks Police Protective Association-Sergeants.
