Agenda Item Brief:

The Community Services Department requests that the City Council approve reimbursement to the City of Reno in the amount of up to $322,759.97 for Sparks’s share of an agreement with Savage and Sons, Inc. to construct the Water Piping Replacement Phase III project at TMWRF. The total value of the contract is $1,028,881.00.



Background:

The Truckee Meadows Water Reclamation Facility (TMWRF) has three independent water pipe networks – potable water (No. 1 water), low pressure treated effluent (No. 2 water) and high-pressure effluent (No. 3 water).  A condition assessment of these pipe networks was performed in 2014 and needed repairs were identified. The first two phases of this project, completed in 2015 and 2017 respectively, addressed the most critical deficiencies. The Phase 3 project is the final phase, intended to make the final repairs necessary to return the three systems to full function. This project is included in the Joint Coordinating Committee’s approved TMWRF Capital Improvement Plan.



Analysis:

The City of Reno conducted an open, competitive bidding process for the proposed Phase 3 work. Because the Engineer’s Estimate for the work was very close to the available funding, the project was bid with three additive alternates to allow flexibility in award.  Savage and Sons, Inc. was the lowest responsive bidder with a bid of $1,028,881.00 for the base project and all three additive alternates. Staff recommends that the Council approve a contract for the base bid and the three additive alternates.

The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks in accordance with the terms of the Sparks – Reno cost-sharing agreement for TMWRF.  The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is currently 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages Sparks’s share is up to $322,759.97



Alternatives:
  1. The City Council can approve the reimbursement as presented by staff.
  2. The City Council can reject the reimbursement and provide direction to the City Manager.


Recommended Motion:

I move to approve the reimbursement to the City of Reno for Sparks' share of a contract (AC-5494) with Savage and Son, Inc. for the construction of the Truckee Meadows Water Reclamation Facility (TMWRF) Water Piping Replacement Phase 3 Project in an amount not to exceed $322,759.97.
