The 2018 primary election was held on Tuesday, June 12, 2018 and the City Council must canvass the votes and declare the results official within 10 days of the election per the City Charter, Section 5.100(2).
Background:
On June 12, 2018, the primary election was conducted by the Washoe County Registrar of Voters on behalf of the City of Sparks per the interlocal agreement (AC-5436) approved by the Sparks City Council on January 22, 2018. Pursuant to NRS 293C.110, Sparks City Council adopted Ordinance No. 2548 on February 12, 2018, providing for the conducting and holding of the 2018 primary and general elections for the offices of Judge for Department Two, Mayor, and Council members representing the second and fourth wards.
Washoe County election information is as follows:
Total Voter Registration: 257,448
Total Votes Cast: 69,266
Voter Turnout: 26.90%
The City of Sparks election information for Mayor is as follows:
Total Voter Registration: 53,036
Total Votes Cast: 13,462
Voter Turnout: 25.38%
The City of Sparks election information for Ward 4 is as follows:
Total Voter Registration: 13,288
Total Votes Cast: 4,194
Voter Turnout: 31.56%
Analysis:
On June 12, 2018, Washoe County held a primary election to fill the offices of Mayor and Council Member representing the fourth ward of the city in accordance with the interlocal agreement. The votes cast in the primary election, per the 2018 unofficial summary provided by the Washoe County Registrar of Voters, are:
Mayor:
Jeff Bonano 1,813 14.01%
Ron Smith 7,901 61.04%
Wendy Stolyarov 2,085 16.11%
Eric Wacker 1,146 8.85%
Council Member Ward 4:
Charlene Bybee 2,804 71.38%
Brian Hunt 658 16.75%
Rudy Viola Jr. 466 11.86%
According to the Sparks City Charter, Section 5.020 (3): If at the primary election, regardless of the number of candidates for an office, one candidate receives the majority of votes cast in that election for the office for which he or she is a candidate, he or she must be declared elected to the office and no general election need be held for that office. Such candidate shall enter upon his or her respective duties at the first regular City Council meeting next succeeding the meeting at which the canvass of the returns of the general election is made.
Therefore, Charlene Bybee is declared elected for the office of Council for Ward 4 and Ron Smith is declared elected for the office of Mayor.
Ed Lawson, Ward 2 and James Spoo, Municipal Judge Department 2 were unopposed in the 2018 election and are declared elected.
Those elected will take their oath of office at the November 13, 2018 City Council meeting and enter their respective duties.

Recommended Motion:
