Agenda Item Brief:

Consideration and possible award of the 2018 CDBG Street Improvements – H Street and 16th Street Project – Federally Funded, Bid No. 17/18-016, PWP-WA-2018-129 contract to Granite Construction Company in the amount of $639,639.00.  The City Manager recommends that the City Council and Redevelopment Agency award the contract. Please refer to the attached Vicinity Map for street locations.  



Background:

The 2018 CDBG funded H Street and 16th Street is based upon the City’s approved U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Annual Action Plan (AAP FY 2018/2019) and in accordance with the Five Year Consolidated Plan (CP) for 2015-2019.

The existing concrete and roadway infrastructure in this area was constructed in the early 1950’s. The asphalt paving on H Street and 16th Street is in a deteriorated state structural failures, cracks and surface deterioration warrant the need for reconstruction. Additionally, concrete walkways and curbs have deteriorated and need replacement. The existing sidewalks have exposed aggregates, missing and cracked panels, and trip hazards resulting in pedestrian facilities that do not function as designed. The curb and gutter within this area has deteriorated as well and does not drain as designed in many areas.



Analysis:

The scope of work for this project involves the removal and replacement of existing curb, gutter, and sidewalk. Existing catch basins and service laterals will be replaced. The roadway will be pulverized, repaved, and new striping will be installed. This project will rehabilitate H Street from Rock Blvd to 15th Street and 16th Street from G Street to I Street. The project area is located entirely within the City of Sparks Town Center Redevelopment Area, also referred to as Redevelopment Area 1.

Funding for this project is proposed from two sources: 1) $425,000.00 from the City’s Community Development Block Grant (CDBG) allocations from fiscal years 2017 and 2018; and, 2) $214,639 from the capital projects fund for Redevelopment Area 1 (Fund 3401)  A budget augmentation will be brought forward to Council at a later date to augment Fund 3401 for this cost.

The City of Sparks received four (4) qualified bids for this project. Bids were received April 11, 2018 at 1:45 p.m. and opened at 2:00 p.m.

A bid summary of the qualified bidders is shown below:

Sierra Nevada Construction         $694,007.00

West Coast Paving Inc.                $740,400.00               

The proposed contract for the project is attached.



Alternatives:
  1. The City Council and Redevelopment Agency could award the project contract as outlined by staff.
  2. The City Council and Redevelopment Agency could reject the proposed project contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the contract for the 2018 CDBG Street Improvements to Granite Construction Company in the amount of $639,639.00.
