Title: Consideration, discussion and possible approval of a recommendation from the Regional Street Naming Committee to rename a portion of Kietzke Lane, between Galletti Way and Victorian Avenue, to Battle Born Way.

Agenda Item Brief:

On January 18th, 2018, The Regional Street Naming Committee approved a proposal to rename a portion of Kietzke Lane between Galletti Way and Victorian Avenue to Battle Born Way (See attached map). Renaming this section of Kietzke Lane will honor the new Northern Nevada Veteran’s Skilled Nursing Home currently under construction and pay tribute to future veteran residents and Nevada’s military history.  



Background:

With the support of Governor Brian Sandoval, this request for a street name change was approved by the Regional Street Naming Committee on January 18th, 2018 (see attached letter from Governor Sandoval and Committee Minutes). Renaming this section of Kietzke Lane will honor the new Northern Nevada Veteran’s Skilled Nursing Home currently under construction and pay tribute to future veteran residents and Nevada’s military history.



Analysis:

Renaming this portion of the street will eliminate Kietzke Lane entirely from the city of Sparks' street directory.  A traveler heading north on Kietzke Lane would transition to Battle Born Way at the City boundary.  All properties located along this section of Kietzke Lane are addressed off the cross streets.  No businesses or property owners will need to change their addresses.     

Washoe County GIS has performed its due diligence by checking the street name for any existing street name duplicates or similar phonetically-sounding street names for the purposes of emergency management.

The Nevada State Public Works Division will arrange for new street signage in cooperation with the city of Sparks Community Services Department.   

The process and procedures for the naming of streets are defined and prescribed by an interlocal agreement (A-0843, July 20, 1982) between the city of Sparks, the city of Reno, Washoe County, and the Regional Planning Commission of Washoe County (attached).   Per Section III of the Interlocal Agreement, the Regional Street Naming Committee is granted the power to review existing and proposed street names and to make recommendations regarding street names to the governmental entity wherein the street is located.  Per Section V (A) of the agreement, the governing body of each entity retains the right to accept or reject a recommendation of the Committee regarding any proposed street name.



Alternatives:
  1. The City Council could approve the recommendation from the Regional Street Naming Committee.
  2. The City Council could reject the recommendation from the Regional Street Naming Committee and provide direction to the City Manager.


Recommended Motion:

I move to approve the recommendation from the Regional Street Naming Committee to rename a portion of Kietzke Lane between Galletti Way and Victorian Avenue to Battle Born Way.
