Agenda Item Brief:

The Sparks Fire Department through Washoe County LEPC applied for and was granted $700 to purchase petroleum foam firefighting nozzles. We are asking for approval of the sub-grant agreement in the amount of $700 between Washoe County and the City of Sparks. These nozzles will augment the current supply of firefighting equipment for the Sparks Tank Farm and any other emergency response incidents needing such equipment.  The City of Sparks will purchase the equipment and be reimbursed by the Nevada State Emergency Response Committee (SERC) 2018 United We Stand Grant.

Background:

The Sparks Fire Department has worked with Kinder Morgan, the operator of the Sparks Petroleum Tank Farm, to improve emergency response plans.  Coordinated efforts between the two entities have recognized the need to improve training and equipment for such operations.  Currently, the Sparks Fire Department and Kinder Morgan have improved the equipment cache.  The Sparks Fire Department with Kinder Morgan continue to have ongoing training that includes other regional partners.

Analysis:

Alternatives:

The alternative to accepting the grant funding would be to purchase the nozzles with City budget funds.

Recommended Motion:

I move to approve the sub-grant agreement between Washoe County and the City of Sparks in the amont of $700.
