Agenda Item Brief: The State of Nevada Department of Public Safety, Office of Traffic Safety has entered into a contract with Brazos Technologies Inc. to create a state-wide electronic traffic citation and crash reporting system. DPS has offered the system, free of charge, to any agency that has traffic enforcement responsibilites. The system will allow for the accurate and timely collection of traffic data that can be used in the allocation of assests when making traffic safety decisions. The data is available to any bonafide user of crash/citation data.
Background: Since 2004, the State of Nevada Department of Public Safety, Office of Traffic Safety has been attempting to collect and store in one location basic information about traffic crashes and traffic citations. The data is very important as it is fed to several agencies and traffic engineers who rely on the data to determine how to best spend highway construction funds, and who use the data to identify and rectify dangerous roadways. The initial system produced was unable to meet all of its production goals and has been replaced by a new one that was created by Brazos Technology Inc. The system allows officers in the field to take crash reports and issue traffic citations on a hand-held computer device. The information is electronically stored at each department, and a copy of the data is trasmitted to the Nevada Citation and Accident Tracking System, which is part of DPS.
Analysis: Currently there is very limited data available for crashes in the City of Sparks. This is due to the lack of full participation in the electronic project over the past several years. The reason for this is twofold. First, it costs $2,500.00 per officer to issue the equipment used to collect the data in the field, and second, the vendor for the prior system was unable to overcome IT issues incorporating the collection software in the Sparks Police Department's IT environment.
Alternatives: The City can decline to participate in the program and seek other methods of collecting traffic crash and citation data for the City Engineer to use.
Recommended Motion: Accept the intrastate interlocal contract with the State of Nevada to participate in the electronic citation and crash reporting system.
