On May 8th, 2017 City Council approved the extension of City Manager Stephen W. Driscoll’s employment contract and decided to delayed salary and benefit changes until after the collective bargaining agreements and employment resolutions had been finalized. Seven labor contracts and four employment resolutions have been approved by City Council and are in effect as of October 23, 2017. One remaining resolution is before City Council at the November 13th, 2017 meeting. Therefore, it is respectfully requested that the City Manager’s salary and benefits be reviewed by the Mayor and City Council.
Background:
Section six of City Manager Stephen W. Driscoll’s Employment Agreement requires that the Mayor and City Council review and evaluate the City Manager's performance and salary on an annual basis. Pursuant to the Agreement, the City Council may adjust the City Manager’s salary as mutually agreed with the City Manager.
Employees in the employment resolutions (employees not represented by collective bargaining) received a 1.8% Cost of Living Adjustment (COLA) retroactive to July 10, 2017. This was based on the inflation rate published by the Bureau of Labor Statistics for all urban consumers in the selected area of Western Urban Size B/C - 50,000 to 1,500,000. The all items index is used. This CPI is a non-seasonally adjusted, annual index and will be rounded to the nearest tenth decimal point of the value in December of 2016 (CPI Series ID: CUURX400SA0). In the Executive Resolution, auto allowance and cell phone allowance were stand-alone pays. It was requested that these stand-alone pays be removed, and the value of the benefits were included instead as base pay effective July 10, 2017.
Analysis:
Salary Analysis:
The Human Resources Department conducted a total compensation market analysis in Northern Nevada. This report is attached as "City Manager Salary Survey Results 2017”.
Proposed Changes to City Manager Stephen W. Driscoll’s contract.
A new base pay is proposed to include the 1.8% COLA followed by an addition of the value of auto allowance and cell phone allowance in base pay. It is recommended that auto allowance and cell phone allowance be removed as a stand-alone benefit. With these changes, City Manager Stephen W. Driscoll’s new base pay would be $209,270 per year. This will have a fiscal impact of $6,850 to the general fund.
Alternatives:
- The Council may choose to amend the employment contract with City Manager Stephen W. Driscoll to include the proposed salary and benefit changes.
- The Council may choose not to amend the employment contract with City Manager Stephen W. Driscoll to include the proposed salary and benefit changes.
- The Council may choose to direct the City Manager to have staff provide alternatives.
Recommended Motion:
I move to approve Amendment No. 1 to City Manager Stephen W. Driscoll's employment agreement to include the proposed salary and benefit changes.
