Consideration and possible approval of Resolution No. 3327 establishing certain benefits offered the Mayor and the City Council replacing Resolution 2596 passed by City Council on August 9, 1999 with an Amendment added via Resolution 2620 on October 11, 1999.
Background:
The current Resolution covering benefits for the Mayor and the City Council is eighteen years old, and includes not only the Mayor and City Council, but also the City Attorney and Municipal Court Judges. Due to Resolution 2596 language, language changes in the Executive Resolution impact benefits of the Mayor and City Council. With the changes to the Executive Resolution relating to auto and cell phone allowance, this would have a negative impact on the Mayor and City Council. Therefore, a replacement of Resolution 2596 is proposed to avoid unintended consequences from the adoption of the new Executive Resolution.
Analysis:
Resolution No. 2596 established certain benefits for the Mayor and the City Council. The new Resolution No. 3327 will be retroactive to July 1, 2017 and will not expire until replaced or amended by City Council.
Substantive changes include:
Removing the connection between the Executive Resolution and the Mayor and City Council Resolution.
The new Resolution for the Mayor and City Council removes the language that connects benefits to the Executive Resolution. With the approval of the new Resolution for the Mayor and City Council, changes to the benefit structure of the Executive Resolution no longer affect the benefits for the elected officials covered in the Resolution.
Under the new Resolution, benefits outlined are PERS Contributions, Phone Allowance, Auto Allowance, Group Health Benefits, and Travel and Training. Breaking the connection has no fiscal impact.
Health Insurance Premiums.
In the prior Resolution, officials elected for the first time after July 1, 2010 who enrolled qualifying dependents in the group health plan were responsible for payment of 50% of dependent health and life insurance premiums. In the new Resolution, this language is removed to mirror changes in all city Resolutions. City officials elected for the first time after July 1, 2006 will pay 25% of dependent life and health insurance premiums. This Resolution change will have no projected financial impact to the general fund at this time because none of the officials affected by the change have elected group health care dependent coverage.
Alternatives:
- The Council may choose to approve the proposed Resolution.
- The Council may choose not to approve the proposed Resolution.
- The Council may choose not to approve the proposed Resolution and direct the City Manager toward another alternative.
Recommended Motion:
I move to approve Resolution No. 3327 establishing certain benefits offered to the Mayor and the City Council.
