Title: Consideration and possible approval of a construction contract (AC-5419) for the Victorian Square Infrastructure-Phase 1 Project, Bid No. 17/18-008, PWP #WA-2018-010, in the amount of $634,000 to Q & D Construction, Inc.

Recommendation: Staff recommends Council approve a contract for the Victorian Square Infrastructure-Phase 1 Project.
Financial Impact: A budget augmentation will be brought to Council at a later date to provide FY18 appropriations for FY17 CIP projects 17-1695 Victorian Square Enhancements and 17-2100 Victorian Square Infrastructure Improvement Phase I. In addition, a separate budget augmentation will be presented to provide appropriations for this unplanned expenditure in the Redevelopment Fund.

Agenda Item Brief:

This project consists of the removal and replacement of existing pavers, removal of existing tree planters, and the construction of new larger tree planters, removal and replacement of existing sidewalk, and installation of electrical for future tree lighting on the north side of Victorian Avenue from Pyramid to 10th Street.  Staff recommends approval.



Background:

Victorian Square public improvements were originally constructed in two phases, the first being in 1988 and the second in 1990.  In February 2013 city staff from Engineering, Planning, Maintenance, Parks, and Special Events reviewed the area to identify repairs due to deterioration and improvements for use during events.  Based on this review, a plan was developed to phase improvements to Victorian Square in the City Capital Improvement Plan.

This project will provide improvements to the north side of Victorian Avenue from Pyramid Way to 10th Street.  Work includes the removal and replacement of pavers, portions of sidewalk, tree planters, installation of new electrical to street grade trees for future lighting, and replacement of the pavers located in the center median.



Analysis:

Four (4) bids were received at City Hall on October 18, 2017 as a result of the formal bid process.  Staff has reviewed the quotes, found no irregularities, and recommends award to the low bid submitted by Q & D Construction, Inc., in the amount of $634,000, which includes a force account of $50,000.

Recommended Motion:

I move to approve the construction contract for the Victorian Square Infrastructure-Phase 1 Project with QD Construction, Inc., in the amount of $634,000.
