Title: Consideration and possible approval of an interlocal agreement (AC-5399) between the City of Reno, on behalf of the Reno Police Department, Washoe County, on behalf of the Washoe County Sheriff's Office, and the City of Sparks, on behalf of the Sparks Police Department: For the management and disposition of 2017 Justice Assistance Grant (JAG) Program Award in the amount of $26,234.

Agenda Item Brief:

The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance is offering a 2017 Justice Assistance Grant (JAG) Program Award collectively in the amount of $131,170 to the Reno Police Department, Washoe County Sheriff's Office and the Sparks Police Department.  This funding can be used towards law enforcement training, law enforcement equipment, and law enforcement personnel overtime expenses.  The Sparks Police Department's allocation of funding is $26,234.  Reno and Washoe County will both receive $52,468.  This grant is currently still in the application phase and must be submitted by September 5, 2017.

This agenda item pertains only to the possible approval and signing of the interlocal agreement for the management and disposition of 2017 JAG Program Award.  A separate agenda item will be submitted at a later date pending actual grant award.

 



Background:

The interlocal agreement identifies the participating agencies within the grant, establishes the City of Reno as the fiscal agent and responsible for all grant reporting during the program period of October 1, 2017 to September 30, 2020.  In addition to the interlocal agreement, JAG is requiring "Certifications and Assurances by the Chief Executive of the Applicant Government," signed by the Mayor and "State or Local Government: FY 2017 Certification of Compliance with 8 U.S.C.1373 (Sanctuary City), signed by the City Attorney as part of the application process.



Analysis:

The approval of the interlocal agreement and associated U.S. Department of Justice Forms are needed to complete the application process of the 2017 JAG program award in the amount of $131,170.  Upon application approval, the Sparks Police Department will be allocated funds in the amount of $26,234.  This funding will be used toward upgrading the audio/video recording equipment in the Detective Section's interview/interrogation rooms.

 



Alternatives:

The city can elect to decline to particpate in the interlocal agreement and associated grant monies and direct the City Manager to seek funding elsewhere.



Recommended Motion:

I move to accept and approve the interlocal agreement with the City of Reno, Washoe County, and the City of Sparks for the management and disposition of the 2017 Justice Assistance Grant (JAG) Program Award in the amount of $26,234.
