Title: Consideration and possible approval to purchase a 2017 Ravo 5 Street Sweeper from Municipal Maintenance Equipment in the amount of $232,636.70.

Recommendation: Staff recommends approval of the purchase of a 2017 Ravo 5 Street Sweeper from Municipal Maintenance Equipment.
Financial Impact: $232,636.70 in Motor Vehicle Fund 1702. $1,246,636.00 was approved for project #18-7500, Vehicle & Equipment Replacement Plan in the FY18, and $1,246,636.00 of budget authority is currently available. $180,431.31 of replacement funds have been collected in this fund for this purchase. Storm Drain fund annual maintenance and repairs costs will increase by $0. The annual cost recovery from the Storm Drain fund to the fleet fund will increase by $23,263.

Budget Correction Plan:
The amount requested, if approved, to purchase this sweeper will be taken from FY18 budget. Budget will be entered on July 1, 2017.

Agenda Item Brief:

Fleet Services is requesting approval to purchase a 2017 Ravo 5 Street Sweeper from Municipal Maintenance Equipment to replace an existing Street Sweeper (vehicle 729B) which has come to the end of its useful service life.



Background:

Existing Street Sweeper, vehicle 729B, is over eleven years old and has had increasing maintenance costs during the last few years. Last fall, the rear engine failed and the repair required to place the vehicle back into service is over $10,000.  Staff reviewed options and determined that reinvestment in vehicle 729B was not cost effective and the vehicle has been out of service waiting for scheduled replacement.



Analysis:

The Ravo 5 Street Sweeper meets all of the standards and specifications that are set by the Federal Highway Administration and the Environmental Protection Agency. This is a different type of sweeper that we have owned in the past, as it is equipped with a “dustless” vacuum unit and should complement our post snow event sand sweeping efforts.

In sourcing the vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the vehicle utilizing a bid from the City of Modesto California #1617-12 awarded to Municipal Maintenance Equipment PO # 112254 on the 30th of January 2017. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.



Alternatives:
  1.  The City Council could approve the purchase as submitted by staff.
  2. The City Council could deny the purchase and provide direction to the City Manager.


Recommended Motion:

I move to approve the purchase of a 2017 Ravo 5 Street sweeper from Municipal Maintenance Equipment in the amount of $232,636.70.
