Agenda Item Brief:

Consideration and possible approval of a contract for the Sparks Marina Pump Station Project, to Farr Construction Corporation dba Resource Development Company, in the amount of $399,280.  The existing pumps at the Sparks Marina western pump station are reaching the end of their service life and are no longer able to adequately maintain the marina water level due to flow demand doubling over the last 10 years.  Refer to attached exhibit for project location.



Background:

The existing western pump station at the Sparks Marina is used for primary water level control while the eastern pump station is used for emergency level control.  Due to ground water infiltration and surface water runoff, water must be regularly pumped out of the marina to maintain the water level at approximately 4,375 feet above sea level, to meet Federal Emergency Management Agency (FEMA) requirements.  The average daily flow required to maintain the marina level increased from 1.0 million gallons per day (MGD) to 2.0 MGD between 2004 and 2014.  A new pump station was warranted based on the existing pumps reaching the end of their service life and the increased flow demand.  This project will replace the existing western station pumps with two new 50 HP variable speed vertical turbine pumps.  Additionally, variable frequency drives (VFDs) will be utilized to provide increased efficiency and minimize wear and tear of the pump components.  The new pump station will be enclosed in a masonry pump building mitigating damage from the elements, vegetation, and vandalism currently experienced by the existing fenced, open air pump station.  The new pump station will allow the eastern (emergency level control) pump station to be decommissioned, eliminating the operational and maintenance costs associated with its use.



Analysis:

Three (3) bids were received at City Hall on March 8, 2017 as a result of the formal bid process.  The Engineer’s Estimate was $397,720.  Farr Construction Corporation dba Resource Development Company submitted the low bid for this project in the amount of $399,280.  A bid recap is provided below for Council’s review.
