Agenda Item Brief:

NDEP and their consultant will present on the Integrated Source Water Protection Program (ISWP) and ask for the City of Sparks’ participation. 



Background:

The Integrated Source Water Protection Program ("ISWP Program") is a voluntary, county-wide approach designed to help develop and implement a plan that protects the quality of their public drinking water supplies. To date, Source Water Protection Plans have been completed in 7 of Nevada’s 17 counties. This plan will address the Truckee River and its watershed.

The Western Regional Water Commission and the Truckee Meadows Water Authority have already endorsed this planning effort and have provided letters requesting the participation of local governments.  



Analysis:

The Nevada Division of Environmental Protection ("NDEP") has contracted with a technical service provider, Resource Concepts, Inc. ("RCI"), to assist with every aspect of source water protection planning and implementation for public water systems throughout Washoe County, should local entities choose to participate in the planning process. With the assistance of RCI, communities will identify sensitive drinking water protection areas and activities that could contaminate ground water in these areas. Communities will also set source water protection goals, procure resources and develop and implement a source water protection plan.

Resource Concepts, Inc. and the NDEP will to provide a presentation and answer questions on the ISWP Program.  The NDEP is looking for the City of Sparks to endorse this effort by way of a stakeholder letter of support. 



Alternatives:

City Council may choose to not participate in the Integrated Source Water Protection Program ("ISWP Program").



Recommended Motion:

I move to support and participate in the Integrated Source Water Protection Program ("ISWP Program") and issue a letter to Nevada Department of Environmental Protection (NDEP) for staff participation with NDEP and community representatives toward completion of the Truckee River Watershed Management Plan.
