This project will provide the site work required to place a pre-manufactured restroom which was approved by council during the September 26, 2016 council meeting. Staff recommends approval.
Background:
The current restroom building at Pah Rah Park was constructed with the Phase 2 improvements of Pah Rah Park in 1990. The restroom only provides two non ADA compliant toilet fixtures, does not include sinks, and is only for seasonal use during the summer.
With the completion of the all-abilities playground in October 2012, there has been a substantial increase in community use of the Park. Staff has reviewed the existing restroom facility and noted it does not meet the needs of the park users and should be replaced with a new restroom meeting current codes.
The overall project for the Pah Rah Park Restroom was broken up into two separate bids. This is the second part, which includes the work required to prepare the existing site for the new pre-manufactured restroom, which was approved by council on September 26, 2016.
Analysis:
The work included in the quote provided by Anchor Concrete includes demolition of the existing restroom, demolition of existing concrete, grading and installation of new concrete flatwork, utility work, and installation of the required foundation for the new restroom.
The City of Sparks received a total of three (3) qualified quotes for the Pah Rah Park Restroom Site Improvements Project, which was received on January 4, 2017. Staff has reviewed the quotes, finds no irregularities, and recommends award to the low quote provided by Anchor Concrete. A recap of the totals which includes a $7,500 force account is provided below for Council’s review.

Alternatives:
- City Council could award the contract as outlined by Staff.
- City Council could reject the proposed contract and provide direction to the City Manager.
