Agenda Item Brief:

This Interlocal Cooperative Agreement (ICA) is to allow the City of Sparks’ staff to assist the RTC in implementing new signal timing on a reimbursement basis.



Background:

The City of Sparks will provide staff to assist the RTC in implementing new signal timing into the City of Sparks central traffic system. The Interlocal Cooperative Agreement (ICA) allows the RTC to reimburse the City of Sparks up to $30,000 of the City’s staff time. The funding for the project is 95% reimbursable from the Federal Highway Administration through Nevada Department of Transportation utilizing Congestion Mitigation Air Quality (CMQA) funds.  The RTC will be funding the remaining 5% local match on the project.  The ICA is attached to the staff report.

Alternatives:

1.            City Council could approve the Interlocal Cooperative Agreement as outlined by Staff.

2.            City Council could reject the Interlocal Cooperative Agreement and provide direction to the City Manager.



Recommended Motion:

I move to approve the Interlocal Cooperative Agreement as outlined by staff.
