Title: Consideration and possible approval of an inter-local agreement (AC-5311) for reimbursement from TMWA to the City in the amount of $67,700 for additional work to be added to the “A” Street Alley Sewer Rehabilitation Project (Bid#15-16-016, PWP #WA-2016-167).

Recommendation: Staff recommends that the City Council approve of an inter-local agreement for reimbursement from TMWA to the City for additional work to be added to the “A” Street Alley Sewer Rehabilitation Project.
Financial Impact: $67,700 will be reimbursed back to the City into Program 17-6592A, Sparks A Street Alley Project, Account 604150 from Truckee Meadows Water Authority (TMWA) per an inter-local reimbursement agreement.

Agenda Item Brief:

Consideration and possible approval of an inter-local agreement for reimbursement from TMWA to the City for additional work to be added to the “A” Street Alley Sewer Rehabilitation Project. Agreement in the amount of $67,700 (estimated amount) with TMWA being responsible for actual cost of the change order when completed. TMWA needs to replace an aging water main within the limits of our project currently under construction. Additional work includes construction of a 6” water main and tie ins. TMWA and the City are seeking approval of an inter-local cooperative agreement for TMWA to reimburse the City for this additional work. Staff recommends approval.



Background:

The City’s “A” Street Alley Sewer Rehabilitation Project is being constructed by Spanish Springs Construction and includes the removal and replacement of an aged sanitary sewer main along with the replacement of the asphalt alley structural section with a reinforced concrete section. This project is currently under construction.  Before the alley’s concrete section is replaced, TMWA needs to replace some of their infrastructure located in the vicinity. Their plans include construction of a 6” water main and connection to existing service laterals. TMWA and the City are seeking approval of an inter-local cooperative agreement for TMWA to reimburse the City for this additional work.



Analysis:

Spanish Springs Construction has quoted the additional work requested by TMWA at $67,700. TMWA has agreed to that price. Per the agreement, TMWA would be responsible for reimbursing the City for the actual work amount. Changes can be made per TMWA’s discretion with them paying for such changes.



Alternatives:
  1. City Council could approve the inter-local agreement with TMWA for additional work on the “A” Street Alley Sewer Rehabilitation Project as outlined by Staff.
  2. City Council could reject the inter-local agreement with TMWA for additional work on the “A” Street Alley Sewer Rehabilitation Project and provide direction to the City Manager.


Recommended Motion:

I move to approve the inter-local agreement with TMWA as outlined by Staff.
