Agenda Item Brief:

Consideration and possible approval of a contract for the Pah Rah Park Pre-Manufactured Restroom Building, Bid# 16/17-004, The Public Restroom Company, in the amount of $274,808.  This project will provide offsite fabrication and onsite setting of a pre-manufactured restroom to replace the existing out dated facility.  Staff recommends approval.



Background:

The current restroom building at Pah Rah Park was constructed with the Phase 2 improvements of Pah Rah Park in 1990.  The restroom only provides two non ADA compliant toilet fixtures, does not include sinks, and only for seasonal use during the summer.

With the completion of the all-abilities playground in October 2012, there has been a substantial increase in community use of the Park.  Staff has reviewed the existing restroom facility and noted it does not meet the needs of the park users and should be replaced with a new restroom meeting current codes.

After seeing costs escalate by almost 200% over the last three years for similar site built restrooms, staff looked at other alternatives available for this type of construction.  The City previously installed a pre-manufactured restroom at Deer Park several years ago and recently received information from Washoe County on a pre-manufactured restroom that was installed last year near Shaw Middle School.

Based on this review, staff determined that a pre-manufactured facility provided the best option for a new facility, at a lower cost, while not sacrificing aesthetics or durability.  This will also reduce construction impacts at the site from three months to three weeks.  The overall project for the Pah Rah Park Restroom is being broken up into two separate bids.  This being the first part, which includes offsite fabrication and onsite setting of the new restroom.  The second part of the bid for site work necessary to facilitate the new larger restroom is in design and will be finalized for bidding once a supplier is selected for the pre-manufactured restroom.



Analysis:

The pre-manufactured restroom will include three toilets and two sinks on the women’s side, one toilet, one urinal, and one sink on the men’s side, a separate family bathroom with a toilet and sink, a storage area, and a drinking fountain with an integral bottle fill station.  The new restroom will also be heated year round.

The City of Sparks received a total of one (1) qualified bid for the Pah Rah Park Pre-Manufactured Restroom Building, which was received on September 8, 2016 at 1:45 p.m. and opened at 2:00 P.M.  Staff has reviewed the bid, finds no irregularities, and recommends award to the low bidder, The Public Restroom Company.  A copy of the bid Re-Cap is attached for review.



Alternatives:
  1. City Council could award the contract as outlined by Staff.
  2. City Council could reject the proposed contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the contract with The Public Restroom Company, in the amount of $274,808.
