The 2016 primary election was held on Tuesday, June 14, 2016 and the City Council must canvass the votes and declare the results within 10 days of the election per the City Charter Sec. 5.100 (2).
Ward 1 primary voting determined Denise Lopez and Donald Abbott will run in the general election. Ward 3 and Ward 5 were not on the primary ballot as there are only 2 candidates for each ward (Ron Smith and John Rhoads for Ward 3; Kristopher Dahir and John Walter for Ward 5) and they will run in the general election. The City Attorney was not on the primary ballot as Chet Adams was the only one to declare candidacy for the office; Mr. Adams will be declared elected.
Background:
On June 14, 2016 the Primary Election was conducted by the Washoe County Registrar of Voters on behalf of the City of Sparks per the Interlocal Agreement (AC-5219) approved by Council on February 8, 2016. Pursuant to NRS 293C.110, Sparks City Council adopted Ordinance No. 2520 on February 22, 2016 providing for the conducting and holding the 2016 primary and general elections for the offices of City Attorney and Council Members representing the first, third and fifth wards of the city in accordance with the Interlocal Agreement.

The 2016 primary election unofficial final summary report from Washoe County is attached. Per the Sparks City Charter Sec. 5.020 (2) The names of the two candidates who receive the highest number of votes at the primary election must be placed on the ballot for the general election. The following candidates will appear on the general election ballot:
Council Ward 1
Denise Lopez, 699 votes cast, 54.82%
Donald Abbott, 322 votes cast, 25.25%
