Consideration and possible approval of a contract to Spanish Springs Construction for the A Street Alley Sewer Rehabilitation Project in the amount of $512,444. The project is the removal and replacement of an aged sanitary sewer main along with the replacement of the asphalt alley structural section with a reinforced concrete section. Staff recommends approval.
Background:
The project is the removal and replacement of an aged sanitary sewer main along with the replacement of the asphalt alley structural section with a reinforced concrete section. Original installation of the clay sewer main is recorded as the 1920’s. This project includes removal and replacement of 796 lf of 8-inch sewer main and associated laterals, removal and replacement/new construction of four sewer manholes, removal and replacement of 14,592 square feet of asphalt alley to be replaced with reinforced PCC alley, removal and replacement of miscellaneous curb & gutter and sidewalk as necessary, removal and replacement of a single RCB that serves the North Truckee Drain, adjustment and reconnection of existing water service laterals as necessary, installation of protective bollards, construction of a PCC pedestrian access ramp complete with handrail to access the fire station, and other miscellaneous associated work activities.
Analysis:
On Wednesday May 25, 2016, this project was advertised for bidding. A non-mandatory pre-bid meeting was held Thursday, June 2, 2016 at 9:00am at City Hall. Three potential bidders attended. The project was formally bid on Wednesday, June 8, 2016. A total of three formal bids were received as outlined in the chart below. At the bid opening, the apparent low bidder (Peek Construction) did not provide a “Certificate of Eligibility” that provides them a preference in bidding projects over $250K. Further inquiry with their representative confirmed that they do not currently possess the eligibility. The 2nd ranked bidder at the time of opening (Spanish Springs Construction) did provide their certificate and associated affidavit. Given that their bid price was within the 5% outlined in NRS 338.147 regarding ranking of bidders with/without preference, they should be defined as the company providing the “Best Bid” per NRS 338.147.
