The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance is providing a a combined Byrne Justice Assistance Grant and Block Grant available to the local law enforcement region. The grants provide funding to assist state, local and tribal law enforcement in their efforts to combat crime and violence.
Background:
The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance office is accepting applications for funding under the Edward Byrne Memorial Justice Assistance Grant (JAG). On February 17, 2009, President Obama signed into law the landmark American Recovery and Reinvestiment Act of 2009. As one of its many elements, the Recovery Act provides the Department of Justice with funding for grants to assist state, local and tribal law enforcement to combat crime and violence and to improve the functioning of the criminal justice system.
Analysis:
The total amount of funding available is $130,850. A recent change to the JAG and Block grants require regional applications with one entity acting as fiscal agent of the grant. The regional agencies, the Sparks Police Department, the Reno Police Department and the Washoe County Sheriff's Office will apply for the regional grant with the Reno Police Department acting as the fiscal agent for the grant application. The funding will be divided as follows:
Sparks Police Department - $26,170.00
Reno Police Department - $52,340.00
Washoe County Sheriff's Office - $52,340.00
The funds will be allocated according to a JAG formula with 40% to the Reno Police Department, 40% to the Washoe County Sheriff's Department and 20% to the Sparks Police Department. These agencies will enter into an interlocal agreement for the application, management and disposition of the grant.
The application is due June 30, 2016. The application will request $26,170.00 to be used for the purchase of Leica equipment to be used by officers assigned to the Major Accident Investigation Team. The MAIT team is tasked with responding to and investigating complex fatal or near fatal collisions which requires re-creation and mapping of the collision. The Leica system allows officers to create the maps to document the scene which includes structures, streets, vehicles, tire marks, trees and other important information relevant to the crime scene.
Alternatives:
The city can elect to deny the application of the JAG funding and entry into the interlocal agreement.
Recommended Motion:
I move to approve the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance Grant in the amount of $26,170 and the accompanying interlocal agreement.
