Title: Consideration and possible approval to purchase a custom SWAT trailer from LDV Inc. for the Police Department in the amount of $197,900.

Recommendation: Staff recommends that Council approve the purchase this equipment from LDV Inc. in the amount of $197,900.00.
Financial Impact: $197,900.00 in Motor Vehicle Fund 1702. $1,175,376.00 was approved for project #16-7500, Vehicle & Equipment Replacement Plan in the FY16, and $263,490.27 of budget authority is currently available.

Agenda Item Brief:

Equipment Services is requesting authorization to spend $197,900 to purchase a SWAT response command trailer for the Police Department.



Background:

This request is for the purchase of a purpose built trailer for the Police Department SWAT team. This trailer will replace #236B; a 1991 GMC panel van. This vehicle has reached the end of its life cycle and is in need of replacement.

The Police Department has requested that this equipment meet the expanded needs of the SWAT team, and be equipped to not only transport their equipment but to also be an incident command post.  During the last year Fleet Services and Police Department staff have worked together closely to precisely determine the needs for the replacement.



Analysis:

In sourcing these services, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing this equipment and labor utilizing a GSA bid. Utilizing existing bids have historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the equipment needed while foregoing the need to formally bid the item.



Alternatives:
  1. Council could approve this purchase as outlined by staff.
  2. Council could deny this purchase.
  3. Council could direct staff to provide alternatives to this purchase.


Recommended Motion:

I move to approve the purchase of the equipment from LDV Inc. in the amount of $197,900.
