Financial Impact: $95,125 in Sewer Capital Fund 1631. $200,000 was approved for Project 16-6591 Radio Site Upgrades Phase 2 in the FY16 CIP and $178,585 of budget authority remains.

Agenda Item Brief:

Consideration and possible award of a contract to provide Engineering Services for the City of Sparks Lift Stations Cellular Communications System with George T. Hall company in the amount of $95,125.  This contract will provide for the remaining ten (10) pumping station site communication systems.  Staff recommends approval.



Background:

Community Services engineering and Public Works maintenance staff operate a multitude of pumping stations to provide service within the sanitary sewer, storm drain, and effluent utilities.  In FY2015 a contract was entered into with George T. Hall Company to provide engineering for a remote communications system to provide oversight and control over the various pumping systems.  Under the original contract, a total of eighteen (18) sites were identified as potential candidates to upgrade, with five (5) of those sites being upgraded with the first phase.  During that work, three (3) sites were determined to not need communications and were removed from the list.

The contract for Engineering Services presented herein will design and construct the remaining ten (10) communication systems to update the remainder of the pump stations.



Analysis:

The services requested are commonly provided by George T. Hall Company.  Implementation of a monitoring system will allow staff to observe pumping facilities within the Sparks’ utility system and react to problems in an expedient, efficient manner.



Alternatives:

1.            City Council could accept the Engineering Services contract as outlined by Staff.

2.            City Council could reject the Engineering Services contract and provide direction to the City Manager.



Recommended Motion:

“I move to award the contract to provide Engineering Services for the City of Sparks Lift Stations Cellular Communications System with George T. Hall Company in the amount of $95,125.”
